You will still need 25 clients.

Windows client is a different SKU than Windows Server and thus the two
counts are separate.

Office 2013 requires a count of 5 to activiate.

Mixed results I'm finding on the web.

Adding a 2012 R2 KMS Server.

So far, I have 7 servers activated against it (Because I reached the
threshold of 5 servers).

Now, for clients, do I still need 25? Or do I need 18? (25 minus 7). I've
heard mixed results.

How does Office 2013 play into the picture?
