We have this issue too with a couple models of Panasonic Toughbooks.
I opened a case with Microsoft today and they got back to me quickly. Though
the MS engineer is still working to find information for us on the issue, he
stated the patch is fixing a vulnerability in the OSK and that I needed to
contact Panasonic to see if they have a fix.
KB2973201 was updated today with the following information:
Known issues with this security update
********* After you install this security update on a Windows 7 tablet, the
Tablet PC Input Panel keyboard cannot be moved with a stylus or touch input.
(However, it can be moved with a mouse.)
Note The Windows on-screen keyboard (osk.exe) is not affected by this issue.

Good afternoon,
After installing KB2973201, on a Windows 7 tablet, the Tablet PC Input Panel
keyboard cannot be moved with a stylus or touch input. It can be moved with a
mouse. Of course, this makes the keyboard extremely difficult to use at all in
any normal touch or stylus context.
Here is a video of the issue, someone other than me, recorded and uploaded. He
is showing this on a Motion C5. Our issues is occurring on a Motion J3600.

KB2973201 is the Windows Update KB number for an Important rated security
vulnerability, MS14-039. This update fixes a vulnerability that could allow
privilege escalation. This patch was released to the public July 8, 2014. Link

To be clear, this is not the on-screen keyboard opened in accessibility options (or by
searching for OSK). It is the keyboard opened from the "Tablet PC Input Panel"
(or by searching Tablet PC Input Panel).
The patch can be uninstalled using the following elevated command line or
powershell. Uninstalling brings back the expected behavior of this keyboard
after restarting.
wusa /uninstall /kb:2973201
I have tried to call Microsoft to report this issue. They were totally
unhelpful and tried to insist that the tablet input panel keyboard was a piece
of manufacturer software. Then I was transferred to the Surface division and
told they don't support other manufacturers tablets. Ultimately, they said I
could only report this bug in their forums. Here is the link to the forum post
