When I tested this several years (and versions of
Firefox) ago it worked as designed and I used it to lock
down some Firefox settings. I haven't tested it using
current versions of Firefox.

it is possible to make Firefox use the "system proxy"
settings.

shows how to lock preferences and uses
"network.proxy.type" as an example. Basically you create
a "mozilla.cfg" file and copy it to the installation
directory (usually "C:\Program Files (x86)\Mozilla
Firefox") where users don't have write-rights and that
locks the preferences that have been set in
"mozilla.cfg".
