Found it. Network guy had a dhcp helper pointing to a non-existent dhcp server...so there were dhcp delays. He has been severely beaten.

Certainly have seen this on many occasions with Win 7 but never this bad, it's an epidemic. So far, it SEEMS to only be happening in one building, the only building in the system that has sticky macs enforced. But that may be a red herring...it is also our busiest building and in others they don't use the mapped drives much. Also the users here are far more mobile, going from computer to computer. The usual stuff has been triple check...always wait for network...and so on in the GP's.
