If I publish Server Manager as a RemoteApp, I'd still have to enter my login (we don't use SSO). In that case, it's pretty much just as easy to enter the password to unlock the console via remote control (these servers are VMware VMs, so I like to use remote control from the vSphere client, which I always have open anyway).
So publishing them wouldn't save my any effort to get to them, really.
