The issue is that remote clients (people at home with HP or other web service discovery printers) I cannot control, and realistically, I shouldn't need to tell them login to their printer and turn off WDS, as 99% of them wouldn't even know what I'm talking about.

All pnpx based scenarios will stop functioning. I have disabled the service, but yet when someone remotes in with one of these "glorious" HP printers it recreates the printer port as WSD then subsequently crashes the spooler- Is there perhaps a registry key to BLOCK/DISABLE the creation of a WSD port? or any other way maybe via GPO?
