There are many scenarios that can lead to this, from what we’ve seen on various 
forums (see, for example,

One consistent scenario that we run into is having a user login via VPN, then 
fail to log off their laptop and redock it in the office.  We’re trying to 
train users to log off when they finish their remote session, then log in again 
once they get to the office.

If Win7 started as quickly as 8.x, that would be an easier sell.
