this isn't the answer, however, you may consider GPO using print management, 
instead of GPP

I am added 4 printers via Group Policy to my department ou.
I have created a sub Ou withjust me in it and I am applying a GPO to set 1 of 
the 4 as default using Loopback.
However the 1 I am setting is not the one that is becoming default?
