PING #.#.#.#>%TEMP%\SpeedTest.txt
IF "%ERRORLEVEL%" NEQ "0" ()

Echoing to a text file gives you the opportunity to scrape for any verbose 
output if you need to.  Within the parenthesis, you can do whatever you want 
based on a ping failure.
