I've used AppSense to do this many times and it works beautifully.

I have a pre-rolled config that you could use to do this, but obviously the 
product only comes as a 14-day evaluation unless you opt to purchase.

There are many other options out there....however AppSense can cover every 
possible hidden entry point (something a lot of tools, and especially GPOs, 
can't do with Windows 8.1).

Bought a few Optiplex AIO (touchscreen), been asked to configure them as kiosk 
pc.

Tried built-in Win8.1 Assigned Access, it's good but I need more than that 
(e.g. blocking IE to only 1 website, blocking logoff)

What solution you folks use?
