I played around with pagefile settings to no avail... Then, I enabled the Hyper-V role on my older (former) Hyper-V host which only has 8GB RAM.
It works. So, I started running some more PROCMON tests against both the working and the unworking system, and started to see something that might point to permissions. The first few options dead-ended, but I may have found something now, in the *C:\ProgramData\Microsoft\Windows\Hyper-V* folder.
