How much space is available on the hard drive? Sounds similar to a client who

nothing in the logs, (errors or warnings)  just regular informational-

just to be clear neither internal or external are being delivered, but outlook 
does send it-

they are piling up in the queue, a large amount are Healthmailbox and inbound
