32K wide characters, which are 16-bits each (wchar_t is 16-bits little-endian in Windows).
Which encoding is used under which circumstances can be very complicated - unless you have an all-English install which is normally 8-bit ASCII (iso-8859-1, cp 437). N.B. - the ISO character sets and Windows/DOS code pages existed a number of years before the UTF/Unicode standards. If I remember correctly, the Windows/DOS code pages were based on IBM code pages. Wide characters in Windows were a way to support i18n prior to UTF with something called UCS.
