Rufus allows you to select.
Mostly you have to get an actual OS .iso and not a language packs .iso.

I experienced a problem with a Dell tablet using UEFI; it required that the USB 
stick was prepared with a FAT32 filesystem. The Windows7 tool uses NTFS, not 
sure what Rufus uses...
