Ahhh, you want them to be able to take their own personal home page with them from machine to machine. We force it for everyone via gpo, that still works but won't help you.

Same with the search provider, not just in Edge but IE too. We do IE home pages org wide without issue, been years since I touched that policy. While we're on, I'd like them to bring back the ability to manage IE homepages on multiple machines properly, a way to set file type associations on a per-user basis, and to make mandatory profiles work again.
