A user should be able to modify their own environment variables without issue.
About 7 paragraphs down it discusses the registry key and method of announcing an update: https://msdn.microsoft.com/en-us/library/windows/desktop/ms682653(v=vs.85).aspx If I had to do this quickly I would give the user account permission to add values to that key and instruct them to reboot. There are more in depth approaches out there but I think those are the basics.
