You don’t need to upgrade the domain for new Group Policy Templates, they can be updated using a Central Store.

These are retail Win2012R2, so that update should be installed. HOWEVER: "A new group policy called Always automatically restart at the scheduled time enables restarts soon after updates are installed, instead of 3 days later" I don't see this as an option in my GPO. In order to see new options in a GPO, don't you need to install a new .ADMX file? My AD is at win 2008R2 levels, even though all my DCs are at Win2012R2. Just haven't upgraded the forest/domain level yet.
