I would look at the AD related Event Logs on each DC at this point. The
thought of manually creating replication connections makes me shudder,
though others may feel differently.

Also check the DNS servers assigned to each DC to see that they're up to
date. Actually, check this first.

What happens if you create a file in sysvol? Sometimes that is affected
even if the AD DB replication is okay.
