Just assume it's someone else's computer and plan accordingly.

Businesses are ill advised to locate everything in one data center, and it
would be equally ill advised to locate everything within one AWS/GC/Azure
zone/region. And if you're really interested in availability, locate
services within multiple cloud vendors (though your administration costs
are significantly higher)
