We use ZetaFax.  With success.  I does require a client piece, but is a
breeze to setup.  It is also a low budget way to get this capability.  And
will use most modems.  We found brooktrout boards overkill for our needs. 
Less than 10 users.  Your modem needs will depend on the demand you expect
to put on your fax service.
