I use the TimeServ utility from the Windows NT 4.0 Resource Kit. Early versions were 
buggy; the latest (and last) version is available at:

ftp://ftp.microsoft.com/reskit/y2kfix/x86/timeserv/

and

ftp://ftp.microsoft.com/bussys/winnt/winnt-public/reskit/nt40/i386/Timserv.exe

Though it is freely available for downloading, a Resource Kit license is required.
