Actually, I did try early on to package sp1 with winstall le.  After it was
done installing from my .msi and I rebooted the test box, the box died as
windows file protection kicked in and replaced all the files that I had just
replaced.  I would suspect that you might see the same thing when you try to
package a hotfix.  There are ways of working around WFP, but you'd have to
weigh the effort it would take vs how many machines you want to patch.  I
don't know what mechanism MS has built into the SP2 msi that keeps this from
happening, but there is something there.

Service packs (at least SP2 did anyway and I assume from now on) come as
msi files that you can just assign to OUs.

Don't know about hotfixes, never done those with group policies.
