What about Ctrl+Alt+Del, that gets you the option to logoff as well. Does
the policy prevent you from doing that?

IIRC, one used to be able to set up a policy that would disable permission
to shut down. Doing this, it seems, also kept folks from logging off (as
they had to hit "shut down" in order to log off).
If this still holds, create a group for this user and apply this policy.
