Such as happened recently in the UK when a local authority implemented a
filter and blocked all mail from other local authorities such as Middlesex
Council, Essex Council and even their own...Scunthorpe Council. Toom 'em
ages to figure out why all replies to their emails weren't getting through.

There are plenty out there but you will have to pay for them.
You should also carefully evaluate your need for this. These things have
a tendency to stop more than just SPAM. Good emails will get caught as
well from time to time.
