We are right now at or near 99% no solution will be able to pass that
number unless it is to perhaps add another .9 but that is still not
100%. leavening an openness for someone with the funding and motivation.


It is like using a condom, the pill, a depo shot, a diaphragm and the
pullout method. There is still a chance. And with that much junk in the
way who is going to want to have sex?

  Justification for your conclusions?

  The government is already responsible for providing security in most
public safety matters.  I believe that makes sense -- anything else is a
conflict of interest.  You cannot ask, e.g., a food distributor to
regulate themselves, as they are motivated (and rightly so) by profit,
not the public well-being.  Why are the skies different?
