I have seen this as well on some machines. In my experience, it has been
machines that have been over burdened. Typically too many services, and not
enough memory. Do some performance monitoring and see if that might be the
case.

Often, when I need to re-boot the NT server (4.0 SP6) on the first (or first
couple) try, I can't run anything.  I get "The RPC is too busy to complete
the task" and no users can get to their email.

After a retry or two, it usually comes back together, but it's not right.

Any suggestions?
