When the server is in application mode, I believe it does this for you.
If you install an app w/o using the add/remove (or the change user
/install *old way*) then it may only apply for that account. Things like
winzip, and some other small utils which don't modify the registry arent
subject to the add/remove wizard. I havent seen that option either, so
maybe you are misquoting or the information is inaccurate.

I have read in numerous places that you can install applications for
multi-user mode using Add/Remove programs and selecting "All users begin
with common application settings" on the Change User Option page. I do
not see this option anywhere, on any server. All servers are Win2k, sp2
running Terminal Service Application Mode.
