There is a program called "Password and Registry Editor" by Petter 
Nordahl-Hagen.  You can download the ISO file from:

The best part it's free.

* This is a utility to (re)set the password of any user that has a valid 
(local) account on your NT system.
* You do not need to know the old password to set a new one.
* It works offline, that is, you have to shutdown your computer and boot off a 
floppydisk or CD.
* Will detect and offer to unlock locked or disabled out user accounts!
* It is also an almost fully functional registry editor!

The only downside that it will make any MS application (Word, Excel and etc.) 
that is file encrypted unreadable.

* Have a Windows logon GUI that can be deployed via AD

* When user unlocks there account they have to answer set questions

* If user calls up the helpdesk to unlock account, the helpdesk has to answer 
them a question to get them to unlock it

* Allows it to be setup so when a Windows password is reset it can also rest 
SQL databases and also UNIX passwords

Can anyone recommend a product?
