Your right, its changed since the last time I was reading up on how to apply, which was like 2 weeks ago. You were supposed to self certify that you didn't have cable or satellite, now anyone can apply. Perhaps I will order a coupon for me as well.

$900M or so of funding. Only after that amount is exhausted is the program
restricted to OTA-only households.

And at that time, I wonder how they will determine whether a household
already has cable or satellite.
