I've always been a fan of MOM/SCOM/SCE or whatever it is now for monitoring, but that's just because I've used it for a long time and it's really easy for me to set up and configure now that I'm used to it. I also like Quest's tools for monitoring/reporting on AD (much better than MOM's), but the cost of Spotlight and Reporter may be a little prohibitive if you have any budgetary constraints.
