Also, make sure in NIC properties that "File and Printer Sharing for
Microsoft Networks" is checked.  That fixed mine.

I noticed that, when one turns on file sharing, it claims Firewall is 
turned off.  That explains why I couldn't start it.

I did get Remote Registry service (it was "manual" to start.  Let's see
