What version of Exchange? SP? I'd say its a phone/exchange issue without knowing anything else. Exchange has a few quirks where immediately is within the next few quarter hour. An hour is a bit longer than usual. I believe Exchange 2003 SP2 has quite a few improvements in the activesync functionality, like PUSH vs PULL. Unfortunately it's been awhile since anyone paid me to work on Exchange.. :(
