Torrenting simply won't work with good simple firewall rules in place.

But then he will just resort to Rapidshare and download the same stuff.
So then you should block that.

Then he will find another way...    Which is why he needs to be warned,
and management should be part of it.

Yah, you could make it so .torrent opens with some dump app that cant
process it, but then he could simply right click and open with ...

You need something network side. And, also, to have a serious talk with
this person ( backed by management ) .
