When I removed options 60,66,67 from my DHCP server and setup a WDS server on the same subnet it worked.

If so you may need to add an iphelper option on your switches with the up address of the WDS server. The we got around this at %prevjob% was to install WDS on the Dhcp server as the network guys would add it to the switches.
