Hmm:

A)     Check WebDAV module is installed (was a separate download for IIS7)

B)      Check your settings in ApplicationHost.confg

For (b) an example of what you are looking for is on this page:
http://www.iis.net/ConfigReference/system.webServer/webdav/authoring/locks
Do a search for the <locks> element under the website in question.

Not sure this is specific to SCCM, think it might just be an IIS issue, so 
posting here as well as on the SCCM list:

Working with MS on a software updates issue in SCCM, and they had me go look at 
the WebDAV settings in IIS on the Primary Site server and (2) of sections are 
missing in WebDAV:

Lock Behavior
Request Filtering Behavior

I know all this is controlled with ApplicationHost.config but as far as I know 
that hasn't changed. And I checked the other site servers (6 in our 
environment) and 3 are missing those sections in WebDAV, and 3 aren't Anyone 
see this happen before? Site servers are all W2K8 SP2 x64.
