I've got Rita's book, and am reading it for the second time around. I have the experience, and will have my app submitted today or tomorrow.
I agree that the odds of it being approved in time to take the test on the 30th (the new test kicks in the 31st) are slim, but I'm going to give it a shot. The exam is not easy. If you have not applied for the test, you better get on it. If you are lucky to get audited, I do not think you will be able to get it in by the 31st.
