In our case each user typically has a device each.  We want to minimize 
licensing costs and if we could buy X amount of CALs up front and they are only 
assigned as users login that would be preferable to having to allocate in 
advance regardless of whether that user does ever log in but could decide to 
log in, IYSWIM.

If T, D & H use one device between them, you only need one Device CAL.  If T, D 
& H each use a separate device you can either buy three device CALs or three 
User CALs.  Device CALs are tied to a device and User CALs are not tracked.  If 
you use User CALs I would recommend you not try and run afoul of Microsoft's 
Licensing Terms.

Citrix licenses per concurrent user.  If I have three users (T, D & H) but only 
one will use the server at any time, I only need to buy one Citrix license BUT 
I am required to buy THREE TS/RDS licenses as Microsoft requires a license for 
any user who at any point in time MAY use the server.

Just starting to wade through the minefield of joy that is TS/RemoteApp 
licensing.

Can someone explain in a nutshell how CALs are assigned and allocated and 
released?

For example I have Tom, Dick, and Harry, any 2 of which may want to use 
TS/RemoteApp.

Do I have to buy 3 CALs and assign them explicitly to Tom, Dick and Harry or do 
I buy 2 CALs, allocate them to the server, and if Tom and Dick login first they 
get assigned the CALs and Harry is SOL?

Equally what happens when Tom and Dick leave the business and Joe and Fred take 
their place?
