  At the DNS protocol level, reverse DNS has absolutely no connection
to forward DNS.  None.  Zip.  Zero.  Nada.  The fact that the records
happen to mean something to other protocols -- and to people --
doesn't matter as far as DNS is concerned.  So the above doesn't leave
PTR records anywhere different, but it doesn't help them, either.

  Reverse lookups are always the responsibility of the entity which
has obtained the address space from the RIR.  So if you're an
Autonomous System and get a delegation from a RIR, you can do as you
like.  If you're not an AS (and if you're asking, chances are you're
not), it's up to whoever owns the address space (usually your ISP, or
maybe their ISP) to manage reverse DNS.  They can delegate to you in
the DNS protocol, or provide some means for you to request changes on
their nameservers, or just tell you to pound sand.

  Since you're already beholden to your ISP for the IP feed in the
first place, being beholden to them for the reverse DNS is usually
minor in comparison.  If they cut off your IP feed it's not like you
care much what the addresses reverse to anymore.  Usually the most
annoying part is trying to deal with your ISP's process for requesting
changes, but unless you have a lot of turnover in your address usage
this is usually a one-time thing.

  And since reverse records don't have anything to do with forward
records, you can manage them independently during a transition, too.
For example, if you're changing ISPs, you can get the reverse records
set-up the way you want before you start using the addresses for
anything (or publishing forward DNS records which reference those
addresses).
