My initial suggestion would be to collapse the site, and add these subnets 
into another site that does have a DC.  there might be some argument for 
keeping it depending on your environment. For example do you have any DFS 
links that are located in that site? DFS is site aware, so if you have 
clients that need to hit the local DFS links in that site, you may want to 
keep it. There is also a way to force specific domain controllers to cover 
a specific site. Here is a link that discusses this topic:

We’re about to do a restructuring of our sites and two of them will not 
have a DC on site anymore. I know you can have multiple subnets in a site 
that contains a DC but is it possible (or even necessary) to link these 
standalone sites to a DC in another site?
