Some random thoughts since you haven't described the current network, amount of files, do both groups need access to some of the shared files, number of users, budget, etc.
Leave the trusted people on the network and apply the appropriate file permissions. Identify the untrusted ports (so to speak) at the patch panel and connect them to a different switch/router and install a small file server or NAS device for their shared files. Any unused port should have the patch cable unplugged. Does the current switch support VLANs?
