This does what you need. Cable length on individual pairs, tone down individual/all pairs, and of course, it tests your cable. This guy is no Fluke (it won't tell you how much crosstalk you have, for example), but it gets the job done. It appears that these are becoming harder to find on the market, which means they may no longer be in production.
