New installation <> having a good power from a good source.

IME, schools get dirty power all the time.  The last high school I worked
at was on the same spur as a shopping (strip) mall, several residences, an
elementary school and a CAT dealership.  When some of their heavy equipment
was run at the CAT dealership on a hot (or cold) day we'd have low voltage
conditions, brown outs, or lose a phase.  My experience with other schools
in other places wasn't that different.
