Yeah HIPAA covers both, and the privacy side has more muscle than the Security 
side...

I'm surprised that Congress hasn't taken it over.  They did it with HIPAA which 
covers both security and privacy.

Either way this is going to have all kind of repercussions all up and down the 
entire system making the current PCI security very shaky.  Personally I could 
see retailers refusing to accept credit cards or Congress actually being forced 
to work (that in it self could cause even more problems).
