  I'm unfamiliar with Request Policy, but NoScript at least doesn't
consider whitelisting transitive, and doesn't display any less even if
you've whitelisted the URL's domain.  So if I've whitelisted
en.wikipedia.org I will still see alerts for other domains, and if I
haven't whitelisted en.wikipedia.org I'll just see en.wikipedia.org
same as always.
