Tuning and managing/operating SQL Server requires access to a bunch of things 
other than the SQL Server databases. If the DBA is competent, then they should 
have a decent knowledge of Windows Server, plus great knowledge of SQL Server. 
Knowing about patching, clustering, VSS, MPIO/networking and other standard 
Windows Server topics means that they can be trusted to keep their SQL Server 
clusters working properly and not stuff things up. Otherwise, have great 
Windows Ops people who know something about SQL Server.

Worst case is if you have two groups that know nothing about how the other 
product works.

I've had the privilege of working with very competent -- and even stellar -- 
DBAs, and so virtually all of those environments have operated as MBS outlined 
below.
