Forgot to add - I built the packet filter with both TCP and UDP.

I found about a year ago that the sidewinder proxy was adding too much
overhead and slowing the queries down.

In regards to the current problem, clearing cache (dnscmd /clearcache)
or simply restarting the dns server service temporarily fixed the
problem. Doesn't happen frequently - about once a month - but after
the third time I've decided it's time to fix it.
