When I was working in construction (plumbing/HVAC), several of our jobs had as a requirement for sign off, 'as-built' plans to be turned over as part of our completion. We did in fact do this for every pipe run we installed in the building or underground. So I can tell you these documents can exists as long as they were a requirement of the contract (most times) and you followed up to make sure you got them before handing out the final check and they haven't been mislaid.
