I completely disagree.

In the past year or two, I've performed 2 or 3 repair installs directly
from the Windows 7 DVD. This repair works far better than in XP and below
(and it's even a little better than in Vista). I've been able to correct
different issues with the registry or missing/wrong DLLs that were
preventing a system from booting.

What you seem to be discussing is the ability to perform an in-place
"upgrade" of a Windows XP system to the same version (or one with a better
Service Pack) in order to replace all the DLLs, and correct *some* registry
related items. This because the preferred way to fix XP because the
other "repair" option provided was generally hopeless, and XP upgrades
don't take that long, in most cases -- especially with newer hardware.

In Vista and Win7, this method of installing the OS over itself as though
you were upgrading it, requires that you can boot into the OS to the
desktop. So, that part of your point is valid. But, as a repair
mechanism, I find that it is no longer necessary, as the intended repair
option works much better.

Having said all that, what is the specific failure scenario that you are
looking to recover from?
