A lot of communications infrastructure uses terrestrial microwave. Phone, Internet, TV all use it extensively, or used to. There was a time when most long distance calls in the US ran over microwave. So it can be made to work. Now, it might be that doing it right would make other options more cost-effective. For example, maybe it needs giant towers and huge dishes, or redundant links. I dunno.
