What does perfmon say about systems load (CPU, net, disk I/O)?

Over the past couple weeks I am getting reports of mail sitting in outbox's, not 'popping' up in inbox's, and sluggishness in general. I reboot every Wednesday night and do a full NTBackup with Exchange stores selected everynight. I don't see any Red x's in my system, application or security logs. What can I do to troubleshoot this ghost issues?
